Multi-city comparator

Single source OFGL (consolidated M14/M57 aggregates). Red marks the highest value per row, green the lowest — no implicit judgement: depending on the indicator, « more » can be good (savings) or neutral (spending). Raw comparisons ignore fiscal wealth gaps and administrative status (Paris is a city-department, Lyon belongs to a metropolis). For cities outside the top 10, some rows show « — »: those indicators are not included in the lightweight OFGL index we use beyond the big cities (financial charges, detailed State transfers). The data exists on OFGL — we will integrate it into the comparator as the index grows.
