In 2005 the commission's community arts committee met at the complex itself and approved its management and programming plan against a grant not to exceed $307,734 from cultural centre hotel tax funds. The sums move year to year: the 2008-09 agreement was increased by $22,373 to a total not exceeding $491,919; the following year's was approved at no more than $155,000 pending review of the plan and budget; and in 2011-12 the complex received $474,206, the second largest of the six community cultural centre grants that year. By 2014-15 the allocation was $153,589, of which $25,058 passed through to the Queer Cultural Center as a sub-grantee. The complex has also been audited: the Controller's 2006 financial review concluded that it had properly spent the $355,854 it received from the Arts Commission, but had not complied with all of the reporting requirements. The building's own permits are modest and mostly about access — $650,000 of barrier removal across three floors in 2008, following an earlier modification of its restrooms for disabled visitors.
