Balboa Park

Almost everything filed under this name is about the neighbourhood rather than the park. The Balboa Park Station Area Plan, adopted by the Board of Supervisors in April 2009, covers roughly 210 acres along Geneva, Ocean and San Jose Avenues, and the park is one part of it; the Board went so far as to amend the Administrative Code to establish a monitoring programme for reviewing the plan's effectiveness. The 2002 public review draft is unusually candid about why so much planning landed here: "the last fifty years here are a story of a community besieged by projects serving larger issues at the expense of neighborhood values". Several of those projects reached the park itself. The 1982 environmental statement for the Muni J Line connection weighed an alignment along San Jose Avenue that would traverse the entire length of Balboa Park, and noted it would offer access along the park's whole eastern boundary and especially to the public swimming pool; the 1998 report on demolishing the Geneva Office Building turned on whether there was room for a boarding platform beside the Muni and BART stations at the park's edge. A 2009 pedestrian and bicycle connection study, funded by a state Safe Routes to Transit grant, set out to stitch the crossings back together. The park's own capital work is recorded once, as a bond project for the pool building under the Clean and Safe Neighborhood Parks programme.
