Accessibility statement

This page states where the site stands on accessibility under Article 47 of Law No. 2005-102 of 11 February 2005 and the French General Accessibility Improvement Framework (RGAA 4.1). It lists the pages tested and the content that is not accessible yet. If something blocks you, section 05 says how to tell us.

01Compliance

Compliance level

The qipu.org site is in partial compliance with RGAA 4.1. The automated audit of September 29, 2026 finds no critical or serious issue on the 14 pages tested, in the light and dark themes, on desktop and on phone. No external audit by a firm has been conducted.

"Partial compliance" is one of three official categories defined by French decree 2019-768 (full / partial / non-compliant). The site is rated this way because no full external audit has been done and because some content, listed further down, is not accessible.
02Test results

Internal audit of September 29, 2026

Tool: axe-core 4.10 via Playwright (Chromium browser), on a desktop screen (1440×900) and a phone screen (390×844), each time in the light and the dark theme. 14 pages of the site. The table counts the rules not met, critical · serious.

Automated tools detect 30 to 50 % of RGAA criteria. The remaining criteria (screen-reader navigation logic, meaningful alternatives, label coherence) require a qualified human audit, which has not yet been conducted.

03Known limitations

Non-accessible content

These parts of the site do not yet meet all RGAA criteria. When the same content exists in another form on the page, this is noted.

Maps (Leaflet)

Once the map is selected, it can be moved and zoomed with the keyboard (arrows, + and −), but the points on the map cannot be reached with the keyboard. On the places pages, the list of the same places is shown with the map, with a link to each place page. On the map of Paris worksites, the list of worksites, with their amount, follows the map.

District map

On the Paris investments page, the districts on the map open with a mouse or a finger only; each one's amount shows on hover. The same amounts are given as bars, district by district, under the map.

Charts

Most charts are bars with the amount written out next to them. A few are drawn with ECharts (the flow diagram of a town's budget, some curves on the US pages). Their detailed values only show on hover and cannot be read with the keyboard.

3D city views

The 3D views of San Francisco and Vancouver (WebGL) cannot be read by a screen reader, and no text on the page describes what they show.

Source PDF documents

Some figures come from PDFs published by local authorities (the Paris accounts, the budget annexes of towns), often untagged. The site takes the data from these PDFs without republishing the files, and the source link points to the PDF on the authority's own site.
