What is a Statement of Financial Information?
Each year the City publishes a Statement of Financial Information, under British Columbia's Financial Information Act. Among its schedules: every supplier paid more than $25,000 in the year, and the grants the City made, each with its amount. This page reads them for 2011–2025.
Why only suppliers over $25,000?
The schedule names a supplier only in a year it was paid more than $25,000 in total. What the City paid under that is printed as a single line — $18.0M in 2021 — and is not in this page's number. The amounts are what was paid in the year, not what a contract is worth.
Why are grants listed apart?
The City prints its grants in a schedule of their own, under 5 categories in 2021. Here an organisation's grants and its supplier payments add up in one total; the grants lens shows the grants alone, $59.6M in 2021.
Why are some names not shown?
A name is published only when it carries an organisation marker (a legal form, a kind of body, a trade word). A name without one could be a person's: its amount is counted in every total, its name is not shown. "In Trust" and "Notary Public" are not markers: a trust account is published only when its holder's own name carries one. In 2021: $6.4M.
Other governments, their agencies and Crown corporations, and the statutory remittances the schedule lists beside suppliers (pension plan, workers' compensation, Receiver General) — matched on the printed name.
One payee, one page
Spellings of one organisation across years are merged when they are the same words apart from legal form and the schedules' abbreviations ("Vanc.", "Prov."), and where a reviewed list says two spellings are one organisation (a cut name, an account number appended, a rename), with the reason for each. 97 printed spellings are folded into another payee that way, each with its reason in the pipeline's reviewed list.
Where do these figures come from?
The supplier and grant schedules of the City's Statements of Financial Information, read from the Internet Archive's copy of each document. Each schedule's lines are added up and compared with the total the City printed under it. 2021: the City printed $938,907,703 for suppliers over $25,000; the lines read add up to $937,490,730. Aramark Canada Ltd's amount is printed with its leading digits cut off (',541,678' in the PDF) and cannot be read; the other lines add up to $1,416,973 less than the printed total.
