Hall of Justice

For decades the Hall of Justice at 850 Bryant Street was where San Francisco's police business was done in public. The Police Commission's calendars and minutes through the 1990s all convene in Room 551 of the Thomas J. Cahill Hall of Justice, hearing disciplinary charges against named officers; by the commission's 2010 agenda the meeting place has moved to Room 400 at City Hall. The 1996 report of the Task Force on Prostitution shows the building's other function, describing officers holding arrestees at district stations and then transporting them to 850 Bryant, and counting that transport among the most labour-intensive and expensive parts of the process. The permits read as a long, unfinished argument with the building's own fabric. A $30 million permit to erect a medical and psychiatric work-furlough intake facility was filed in 1991 and expired, as did a $2.3 million smoke-evacuation and security-door permit the same year. What has actually been carried out is smaller and later: $1.9 million of ventilation work on the sixth and seventh floors, a $1.9 million renovation of County Jail #2's commercial kitchen completed in 2020, and a $3 million elevator modernisation issued in 2025 that also decommissions two of the lifts.
