The Controller's annual parks reports rate every park on maintenance and appearance and print the series: the plaza scored 82.4 percent in 2005-06, rose to 87.8, slipped to 85.4 percent in 2007-08, then reached 95.4 percent in 2008-09 — a gain of 9.9 points — before easing to 90.0 percent halfway through 2009-10. Rebuilding it has twice gone through the Board of Supervisors. In October 1999 the Finance and Labor Committee heard a request to release $785,000 of reserved Public Works money to pay Competent Building Inc. for the Japantown Peace Plaza Project, part of $2.75 million of the department's citywide capital budget that the committee had put on reserve pending budget details, with the coordinator of the Japantown Planning, Preservation and Development Task Force speaking in support. The recent renovation is carried by a single contract: Plant Construction Co LP was engaged at an agreed $11.76 million and has been paid $15.90 million, the gap between the two being the ordinary record of a construction contract growing as work proceeds. The paid figure is money that has actually left the city to a vendor.
