The Public Safety Building was sold to voters as a line in a bond. The voter information pamphlet for Proposition B describes an earthquake safety and emergency response measure whose projects included upgrades to the Auxiliary Water Supply System, the construction and seismic retrofitting of fire stations, and construction of a new Public Safety Building in Mission Bay that would house the Police Command Center, the Southern District Police Station and a neighborhood fire station — drafted, the pamphlet insists, so that it would not increase property tax rates, and subject to independent citizen oversight of spending. The bond passed in June 2010, and Public Works' annual report for that year lists the building among the new capital projects it had begun overseeing, at $239 million.
