Revenue and spending: what compares?
In 2025, the City collected R$ 9,9 bi (revenue received, net of deductions, mainly R$ 503 mi withheld for FUNDEB, as declared to the National Treasury in SICONFI) and paid R$ 8,9 bi (spending as the City publishes it). These are two sources: the gap between them is not a balance.
