Running costs and works: what is the difference?
Running costs are each year’s spending: wages, energy, upkeep, grants. Works create or renovate something that lasts: a school, a road, a sports hall.
How is the comparison with towns of the same size made?
The towns of 3,500 to 5,000 inhabitants are ranked from lowest to highest and the one in the middle is taken (the median). Being above or below says nothing about good or bad: it depends on the area, the residents and what the intercommunality runs.
