Agreed records the base document, not a ceiling: later modifications get paid without being added to it, so paid can exceed agreed — on 108 contracts running today, 1,053 across the register. All but 108 of those also fail the register’s own arithmetic, so the gap measures its bookkeeping, not a payment.

Perimeter: Every supplier agreement in the SF Controller's register (dataset cqi5-hm2d): purchasing and construction contracts, professional services, GRANTS THE CITY GIVES OUT, rents and other non-purchasing agreements. One row per contract (prime-contractor dedupe); the 'active' portfolio is the subset whose term covers the export date. · Coverage: Award and paid amounts come from different systems; 1,053 contracts across the register show more paid than agreed.
