Paid is what the City’s payment ledger records against the contract’s number in the fiscal year. Agreed is the amount on the contract’s base document; later changes are paid without being added to it, so what is paid can pass it.

Which years are shown?

The City’s current payment ledger began in FY2018; that first year carries far fewer contract numbers than the years after it, so the page starts in FY2019. The year under way is added once it closes.
