The expansion was years in the making. The Redevelopment Agency's approved budget records predevelopment studies beginning for the centre's expansion within what the Bayview Hunters Point plans call the Health Center Activity Node, and the 2004 redevelopment environmental report describes the node as anchored by this centre — owned by the Department of Public Health, directly adjacent to the Third Street light rail — with the possibility of additional private medical offices and a neighbouring "aging campus" of senior housing and services. The neighbourhood's own project area committee tracked the development programme through its health and environment committee, whose chair came from the centre. The clinic's clinical record is striking too: the department's childhood lead prevention evaluation found the most impressive increase in screening anywhere in the community health network here — a 467 percent rise — after providers were trained and phlebotomy support was funded.
