What does the schedule cover?
Each year the City publishes, in its Statement of Financial Information, a schedule of remuneration: every employee paid more than $75,000, by name, with the pay and the expenses; everyone else appears only as one total, which the open dataset does not carry. This page is the part over $75,000: 2,738 people in 2018. Its total is not the City’s whole payroll.
Why are there no names here?
The City publishes each name. This page publishes totals only: a department, a role, a pay band, never a person. A group of fewer than 10 people shows no median and no band total, a role held by fewer than 3 people in a department is summed with the others, and a department of fewer than 3 people is never a line of its own: it is counted in the last line. A role opens the department that holds most of it.
A threshold that never moves
The threshold was $75,000 in every year from 2008 to 2025. As pay rises, more employees cross it: part of the growth, from 1,255 people to 5,168, is wages, not hiring. No police department appears among the schedule’s departments.
Why does a department disappear?
Departments are listed under the name the City used each year. A renamed or merged department starts a new line and a new page; its curve stops at the rename.
Where the schedule abbreviates a department (“Dev Svcs, Bldg & Licensing”), the page writes the name out from a reviewed list. The City’s own label shows when you point at a line, and under the figures on the department’s page.
Where do these figures come from?
The City of Vancouver’s open data portal publishes the remuneration schedule year by year, one row per person. Qipu sums the rows by year, department, role and pay band; no name leaves the source.
