The Buchanan Street Mall was built by the Redevelopment Agency as part of the Western Addition A-2 project, and the agency was selling it to residents before it existed: a 1971 brochure for the new Western Addition describes the townhouses of Loren Miller Homes facing "the future beautifully-landscaped Buchanan Street Mall", and Third Baptist Gardens bordering it. The Art Commission approved the design in 1973, resubmitting phases I and II together. By 1975 the department's open-space report records it as finished, calling it "the innovative Buchanan Street Mall" and putting its cost at $470,000, alongside five permanent mini-parks at $284,000. The city's property register lists the mall at 1200 Turk Street, 78,925 square feet, assembled across five separate lots. Its condition since is measured in the Controller's parks scorecards: 66.98 percent in 2006-07, rising sharply to 82.78, then 85.2 percent in 2008-09 and 94.1 percent at the midpoint of 2009-10.
