Lincoln Park (park, run by the Recreation and Park Department): $37,361 paid to contractors for work here, $250.4M budgeted for its department in FY2025, 2,161 employees on the payroll, 4 city documents at the Internet Archive, every figure linked to its source. Lincoln Park was a cemetery before it was a park, and the Board of Park Commissioners said as much when it asked for the money to build it. Its 1912 report requests $25,000 for the construction of grounds in Lincoln Park, "very much needed as that Park was recently the City Cemetery, and is composed of very poor soil" — before any improvement could be carried out, the commissioners wrote, it would be necessary to haul in many thousands of cubic yards of soil. The city's property register shows what grew on that ground: 4,925,916 square feet at 34th Avenue and Clement under Recreation and Park, carrying the clubhouse, restaurant and pro shop, a hydro-pneumatic station, and the Palace of the Legion of Honor. The golf course is run for the city by someone else, and audited as such: the Controller's concession audit of Lincoln Park Golf Course, covering 2002 to 2004, records that the course is owned by the City and County, and that under the requirements of a 1983 lease and the direction of the general manager, Yugi Golf Management provides and supervises all golf activities there. The park has also been considered as ground to tunnel under — a 1979 geotechnical study for the Richmond transport sewer selected a preferred route whose 9,100-foot tunnel would pass beneath Sutro Heights Park, Lincoln Park and Seacliff.
