Port facility

Pier 27 (port facility, run by the Port): $156.4M budgeted for its department in FY2025, 304 employees on the payroll, 2 contracts, 4 city documents at the Internet Archive, every figure linked to its source. Pier 27 has been rebuilt around whatever the waterfront needed at the time. The Port's own 1980 handbook lists Piers 27-29 as a breakbulk terminal — three berths, fifteen acres, 335,830 square feet of covered storage, worked by the Pacific-Oriental Terminal Company and serving Argentine, Philippine and Dutch lines. By the time of the Waterfront Land Use Plan those cargo activities had been consolidated at Pier 80, the piers were designated a transitional maritime area, and the sites were being used for interim non-trust purposes. What replaced the cargo was an event and cruise complex: the Port Commission tracked the Pier 27 cruise terminal for use during the 34th America's Cup, approved revenue bonds for a second phase of the James R. Herman Cruise Terminal, and considered a donor recognition programme at Piers 27/29. The environmental report for that combined project deals in the detail such a shift produces — noise monitoring on Telegraph Hill about 750 feet from the Pier 27 waterfront, and a mitigation measure requiring acoustical enclosures for generators at the Pier 27-29 spectator areas.
