The SRU law applies to the commune as a whole — the 25% line is a reading anchor here, not a per-arrondissement obligation. Paris-wide, the most recent official rate is 24.5% (2024); the breakdown above is the 2019 vintage, the latest published as open data (APUR).
SRU deadline : The 25% social housing target (SRU law, amended by the 2017 Égalité et Citoyenneté law) was to be met by 2025. The 2022 3DS law has made the obligation permanent and toughened sanctions against non-compliant municipalities.

Limitation : Limitation: the figures above come from projects extracted from administrative accounts — they reflect funded activity (AP), not deliveries (CP). A unit may be funded in 2022 and delivered in 2025.

Method. Ratio between active social-housing requests at 31/12 (targeting this area as first choice) and allocations made during the year. A ratio of 20 means: 20 households apply for 1 annual allocation.
About the median delay. The median allocation delay applies ONLY to households that received an allocation. Applicants who give up, move, or stay in the waiting line are not counted. Interpret with caution — survivor bias.
